WebIt may be due to Hardware Accelerated GPU scheduling. With HAGS enabled I was getting frequent crashes and stuttering. Disabling HAGS immediately smoothed out framerate and I haven't had a single crash since. This was with the game set to 4k Ultra, RT enabled and DLSS disabled.
